The City of Rock Island requires property owners to provide minimum standards to safeguard life or limb, health, property, and public welfare as regulated by the International Property Maintenance Code with City amendments (IPMC). Conditions that determine a property to be substandard are as follows:
Inadequate sanitation
Nuisance hazardous
Hazardous plumbing
Weatherproofing
Faulty materials of construction
Inadequate exits
Inadequate fire protection or firefighting equipment
Structural hazards
Electrical wiring
Hazardous mechanical equipment
Protection fire hazard
Hazardous or unsanitary premises
Improper occupancy
