2026 Public Service Application Process

The Community Development Block Grant (CDBG) is a US Department of Housing and Urban Development (HUD)
program that provides funds annually to all entitlement jurisdictions. CDBG funds are used for community
development and affordable housing activities that benefit low-income households and persons with special needs as
well as public service needs, infrastructure improvements and economic development activities. The City of Rock
Island receives around $150,000 for 2026.

The application for public service funding is now open. There is an online application through the Neighborly platform now available here  https://portal.neighborlysoftware.com/ROCKISLANDIL/Participant This application is due by January 5 ,2025. There will be a pre-application(submittal)meeting held on Wednesday, December 3, 2025 at 1pm.

Following the end of the application period, the Community Development Department will review applications for completeness and eligibility. Applications that make it through that step will be presented to the Community Development Commission (CDC) as part of the overall Annual Action Plan development process. Projects and activities will be included in the Plan that the CDC will then recommend to the City Council for final approval. What is and is not funded will ultimately be the Council's decision. 

Funded projects and activities will require subrecipient agreements. These will clearly spell out who is responsible for what. For public service activities, the subrecipient agreement will detail what the service provider needs to document and the standards they will need to adhere to.
