Illinois Rental Payment Program is Open for Applications

The Illinois Housing Development Authority's statewide emergency rental assistance program is open. Applications can be accepted online only at https://ilrpp.ihda.org/.

The Illinois Rental Payment Program (ILRPP) is an emergency rental assistance program designed to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic. Housing providers/landlords start the application, and the tenant completes it. Only when both housing provider/landlord and tenant sections are complete may the application be submitted for consideration. The joint application started today (Mon., May 17), landlords will have until Sunday, June 6 to initiate and complete their portion. Tenants will have until Monday, June 14 to complete their portion of a landlord-initiated application.

Applicants are eligible for up to 15 months of assistance. The grant can cover the past due rent from the previous 12 months and future rental assistance for the next three months, if deemed necessary. The maximum grant amount is $25,000. If approved, the grant will be paid to the housing provider in the form of a check.

Eligibility Requirements

In order to receive financial assistance through ILRPP, tenants must meet all of the following:

  • Household is behind on their rent for at least 30 days
  • Household lives in Illinois and rents their home as their primary residence
  • Household’s total gross income cannot exceed 80% Area Median Income for location
  • Household must have experienced a financial hardship directly — or indirectly — due to the pandemic, for example:
    • Being laid off
    • Place of employment has closed
    • Reduction in hours of work
    • Loss of spousal/child support
    • Inability to find work due to COVID-19
    • Having to stay home with children due to closure of day care/school
    • Unable to participate in previous employment due to the workplace’s high risk of severe illness from COVID-19
  • At risk of homelessness or housing instability

Application Assistance

Rock Island Economic Growth Corporation (GROWTH) is serving as a Housing Stability Service Provider for ILRPP and is available to assist housing providers/landlords and tenants with any questions or assistance with the online application. GROWTH has a dedicated application intake center equipped with laptops and internet connection to assist in the application process.

 

GROWTH is serving multiple counties with the ILRPP which include: Rock Island County, Mercer County, Whiteside County, Carroll County, Jo Daviess County, Ogle County, and Sangamon County. Any housing provider or tenant living within these counties can call GROWTH for assistance.

 

GROWTH will be accepting appointments following COVID protocols in accordance with CDC guidelines. To schedule an appointment, please call (309) 788-6311 or toll free at (855) 788-6311. Appointments are being accepted Monday- Friday 8:30-5:00 p.m. and extended hours may become available based on demand, including after hours and weekends as necessary.
