Community Development Block Group Public Service Application 

The Community Development Block Grant (CDBG) is a US Department of Housing and Urban Development (HUD)program that provides funds annually to all entitlement jurisdictions. CDBG funds are used for community development and affordable housing activities that benefit low-income households and persons with special needs as well as public service needs, infrastructure improvements and economic development activities. The City of Rock Island receives funding annually and uses 15 % of our allocation to public service funding which is roughly $150,000.

The 2025 Public Service Applications  are due on January 6, 2025.Late Applications will not be considered. All applications must be submitted through Neighborly and on time to be considered. There will be a pre-application (submittal) meeting held on Monday December 2, 2024 at 5:30PM CST. The meeting will be virtual.

Providing Access to Decent Housing

The Community Development Block Grant (CDBG) is a federally funded entitlement grant program through the Department of Housing and Urban Development (HUD).

HUD has three main objectives that the CDBG program is intended to serve:

  • To benefit low and moderate income citizens (#1) and most important
  • To aid in the prevention or elimination of slum/blight
  • To meet a need having particular urgency (for example, tornado damage or an earthquake)

Grant Fund Uses

CDBG funds are used for:

  • Administration (20% cap)
  • Code enforcement
  • Demolition
  • Economic development activities
  • Historic preservation
  • Housing rehabilitation
  • Neighborhood planning
  • Physical improvements
  • Other community improvement activities
