Parking

The downtown Rock Island parking system is designed to serve the needs of local business customers, tourists, and downtown employees. The goal of the system is to maintain a fair balance between these needs.

Parking Options

On-street parking is designated as either 30 minute, four hour, or unlimited free parking.

Parking is based on a first-come first-serve basis. Parking options are designated on the Downtown Parking Map.

Parking Lot (16th Street and 3rd Avenue)

Parking Lot F (2nd Avenue and 18th Street)

Parking Lot G (2nd Avenue and 18th Street)

Permits

A Daily/Visitor Permit may be purchased at the cost of $5 per day. This permit is valid for one day only. Parking is allowed in the same locations as allowed by the Rover Permit.

A Rover Permit may be purchased at the cost of $80 per month. This permit allows vehicles to park in any downtown parking location for any length of time. This permit cannot be used to park in handicapped parking spaces, loading zones, no parking zones, bus lanes, fire lanes, or other restricted parking areas.

A Construction Permit may be purchased at the cost of $20 per month. This permit is allowed for construction purposes only. Construction Permits are not to be used to provide transportation to and from work.

A Residential Permit is purchased by residents whose property abuts or is adjacent to a designated residential parking only area. The cost is $5 per year.

All vehicles using a parking permit are required to display the permit on the front left side of the vehicle's dashboard or in a clear vinyl case and affixed to the lower left corner of the rear window of the vehicle.

Permits may be purchased at the Finance Department located in City Hall at 1528 Third Avenue.

Parking Fines

There is a late penalty of $20 if a ticket is not paid within seven days. Failure to pay parking tickets may result in court action or drivers license suspension.

Please Note: If paying on-line or by phone there will be a $2.95 convenience fee applied for each citation.

  • Courtesy box, located at the southwest corner of 16th Street and 3rd Avenue. Payments placed in the drop box by 7:00 a.m. will post the same day.

Please include the parking ticket with the method of payment or write the license plate number and/or ticket number on the check so that payment may be applied accurately.

To dispute a parking ticket please fill out the Parking Ticket Review Form and submit it to the Police Department, 1212 Fifth Avenue, Rock Island, IL 61201.

Changes in Parking

All changes in traffic control and signage are directed through the Traffic Engineering Committee (TEC).

Parking on Snow Routes

If two or more inches of snow has fallen, parking is not allowed on marked snow routes until the snow is removed. Vehicles parked in violation of this ordinance will receive a $35 parking ticket. Vehicles that remain in violation of this ordinance will be towed.
