General Contractor
Application for General Contractor Registration
Registrations are valid from January 1 – December 31.
Renewal letters and applications are emailed at the beginning of December, annually.
The following is required for General Contractor Registration:
- A completed General Contractor Registration application form
- $55.00 fee
- Certificate of Insurance to City of Rock Island
(see Insurance Requirements section) - $10,000.00 License/Permit Bond (see Bond Requirements section)
- A State of Illinois Roofing License is required to pull roofing permits.
Roofing Contractors:
To perform roofing work in the City of Rock Island and the State of Illinois, according to 225 ILCS 335/ Illinois Roofing Industry Licensing Act (Public Act 90-55) roofing contractors are required to be Bonded with the Illinois Department of Financial and Professional Regulation, Division of Professional Regulation and must be a Registered Contractor. The Inspection Division MUST have a copy of the contractor’s Roofing Contractor Registration Certificate (104-XXXXXX) and/or (105-XXXXXX) on file. These Licenses/Registrations expire every June, and new copies need to be submitted by the contractor upon expiration before any new roofing permits will be issued. ALL roofers and their apprentices on a job site must have their license with them at all times. Anyone who is compensated for roofing must have a license or be an hourly employee of that company. Those with a LIMITED Roofing license only may NOT do commercial projects.
Insurance Requirements:To perform construction work in the City of Rock Island and the State of Illinois, according to Section 25 of the 815 ILCS 513/ Home Repair and Remodeling Act (Public Act 91-0230) any person involved in home repair or remodeling (which also applies to room additions, HVAC, pools, garages, etc.) is required to carry “public Liability and Property damage insurance in the amount of $100,000 and $300,000 per occurrence for improper home repair and remodeling not in conformance with applicable State, County or Municipal building codes.”
City of Rock Island must be named as the certificate holder.
Bond Requirements:
A $10,000 Continuous License/Permit Bond is required on the City of Rock Island Bond Form. Once completed, the Bond must be submitted in original form to the Inspection Division. No faxes or photocopies will be accepted.
Inspections
Persons doing permitted work are expected to know when inspections are required. Necessary inspections may vary greatly based on the scope or work being done. Please keep communications open with the appropriate Inspector.

Remember, if the items needing inspection are covered without inspection, the permit holder will be required to expose these items through any means necessary, at the expense of the applicant.
