Enterprise Zone
New construction or renovation of commercial, industrial, and multi-family residential buildings within Rock Island’s designated Enterprise Zone may qualify for:
  • Investment tax credits against Illinois income tax
  • Jobs tax credits
  • Sales tax deduction on building materials
Forms available for submittal:
Projects which increase a property’s assessed value by $100,000 or more also qualify for property tax rebates. Enterprise Zone incentives are limited to projects that require a building permit issued by the City. An Enterprise Zone project application must be submitted to the program administrator for approval. Contact the Economic Development Office for information regarding the Enterprise Zone application.

Note: All businesses within the Rock Island Enterprise Zone are exempt from state use tax on natural gas.

State Zone Certified
Projects that result in more than $5 million in investment and 200 jobs created may qualify as an Illinois Enterprise Zone Certified Business, resulting in exemption of state tax on electricity, natural gas, and some telecommunications. Enterprise Zone certified businesses qualify for an expanded manufacturing and machinery equipment exemption. For existing businesses, investment and job creation are cumulative from certification of the zone in 1984 or the year in which the business located within the zone.
