  1. Who is my alderman?
    Call 732-2010 or go to the Maps section of this website and click on Wards.
     
  2. When is the next City Council meeting, and what time does it start?
    City Council meetings begin at 6:45 p.m. on the third floor in Council Chambers. Click here for the meeting schedule or check the events calendar for the next meeting.
     
  3. How do I get something on the agenda or address the Council at a City Council meeting?
    To place an item on the agenda, contact the Office of the City Manager at 732-2012. Items appearing on the Agenda receive prior approval of the City Manager. The City Council cannot take any action on items not listed on the printed agenda. To speak on an item already on the agenda, simply let the Mayor, an Alderman or the City Clerk know that you are there to speak on a specific item, and you will be called on when the item is discussed. To speak on a topic not on the printed agenda, a sign-in sheet is available at the entrance to Council Chambers, where you are asked to write your name, address, and the topic you wish to address. You will be called on during the "Other Business" portion of the meeting. You are asked to limit your comments to five minutes, excluding questions from Council.
     
  4. Where are Council Chambers located?
    Council Chambers are located on the third floor of City Hall at 1528 Third Avenue, Rock Island.
     
  5. What do I need to open a business in Rock Island?
    Different businesses have different requirements. You should first contact the Office of Community Development by phone at 732-2900 or the Office of the City Clerk at 732-2010 for specific information. General Information about Starting a Business in Rock Island.

  6. I want to have an event on the Plaza in downtown Rock Island. What do I do?
    Use of the Plaza in downtown Rock Island requires a special permit and approval of the City Council. Applications for special permits are available in the Office of the City Clerk in City Hall at 1528 Third Avenue. You may call 732-2010 to have a permit application mailed to you.
     
  7. I need to complain about (or compliment) city services or a city department or a city employee. What do I do?
    You may contact the department directly or contact the City Manager, John Phillips at 732-2012, write to him at City Hall, 1528 Third Avenue, Rock Island, Illinois 61201 or fill out a service request form.
     
  8. How do I get a copy of my Birth Certificate or obtain a Marriage License?
    Copies of Birth Certificates and Marriage Licenses are obtained from the County Office Building at 1504 Third Avenue, Rock Island or by calling 786-4451.
      
  9. Is there an ordinance for..........? I would like to obtain a copy of a specific ordinance regarding .............

  10. Where can I register to vote?
    You can register at your local City Clerk's Office or at the Rock Island County Office Building - Voter Registration Division. Registration closes 28 days prior to any election, and does not reopen until three days after any election.

Economic Development:

  1. Is my property located in a Tax Increment Financing (TIF) District or Enterprise Zone?
    The City of Rock Island has three Tax Increment Financing Districts and a State-Certified Enterprise Zone. TIF and Enterprise Zone maps are available at City Hall, 1528 Third Avenue.

  2. Does the City have incentive programs to assist small business?
    The City offers several incentive programs including low-interest loans, facade improvement grants and sales tax rebates available city-wide. TIF and Enterprise Zone incentives are available in designated areas.

Planning & Redevelopment:

  1. Does the City offer any grants to fix up my house?
    The City does offer a variety of programs to make housing repairs. Some are rebates, while others are deferred or repayable loans. Money is available for roof repairs, emergency repairs to sewers, water service line and furnaces and also for renovations to your whole home. Call the Planning and Redevelopment Division at 732-2900 for complete program information, including how you qualify and when the programs are available.

  2. What are the rules for building a fence?
    You can build a fence up to your property line, no taller than 6 feet high in a side or rear yard and not more than 42 inches (3 ½ feet) in a front yard. The better looking side of the fence must face your neighbors of the street. If you are on a corner lot or at an alley, there may be visibility issues and the fence might have to be moved back from the corner. Call the Planning and Redevelopment Division at 732-2900 for details.

  3. What is a local historic landmark and does my property qualify?
    The City approved a historic preservation ordinance in 1984 that set standards and rules for homes or businesses to become landmarks or historic districts. They must be at least 50 years old and be associated with an important local person or event, or designed by a noted architect or have architectural merit. If so, you can nominate your property (or someone else’s) by applying to the Preservation Commission. City staff is available to help with this process by calling 732-2900, the Planning and Redevelopment Division or click here.

  4. What is the zoning of my property and what does this mean if I want to build something?
    The best thing to do is call the Planning and Redevelopment Division at 732-2900, ask for your property’s zoning, and we’ll be happy to explain the details of the district and things like setback and height limits.

  5. What are the rules for building a garage?
    A detached garage must be in a rear yard, set back at least 6 feet from an alley, 3 feet from side property lines, 6 feet from other buildings, no more than 15 feet tall, and not cover more than 30% of your rear yard area. Call the Planning and Redevelopment Division at 732-2900 with questions.

  6. How can I find out where my property lines are?
    The most accurate way is to hire a surveyor and have them set pins. You can also call the Planning and Redevelopment Division at 732-2900. We can offer some suggestions to help you get a good idea where your lot lines are, but they are not as accurate as a survey.

Inspections:

  1. Why does my Contractor have to be registered?
    Under City Ordinance General Contractors performing work are to have a bond, proof of insurance before they are registered. The requirement is for your benefit.

  2. Why can’t I do plumbing, mechanical, electrical work on my property?
    In accordance with state law and City ordinances, only owner occupants may perform work other than carpentry type work.

  3. How many layers of roofing shingles can I have on my house?
    One overlay of existing shingles or a total of two (2) Notes: any layer removal requires removal to wood deck.

  4. How big of an accessory building can I build?
    The size of structure is approved through the Zoning Division. A one story accessory building may be constructed on a floating concrete slab not exceeding 720 sq ft. and no dimension greater than 30’.

  5. What does a permit benefit me?
    By regulating standards, materials, consistency by providing minimum requirements to safeguard life or limb, health and public welfare.

  6. If I receive a permit will my taxes go up?
    You should consult the assessor for your township, most items that require a permit are generally not considered for taxable enhancement under state statutes.

  7. Do I need a permit for an above ground-swimming permit?
    Prefabricated swimming pools that are less than 24” inches in depth do not require a permit.

  8. Do I need a permit for landscaping?
    A landscape retaining wall greater than 4’ in height from the footing bottom to top of wall are generally the only areas requiring permits. Note and irrigation system is required for a plumbing permit.

  9. Can you inspect my project on Saturday?
    A special inspection can be scheduled under certain conditions and associated costs.

  10. Where can I get a copy of the City Building Code? Housing
    The City of Rock Island adopted the 2003 International Codes with some amendments. The 2003 International Building Code may be reviewed at Inspection Division. The 2003 International Property Maintenance Code (amended) is the Housing Code and may be viewed here or at Inspection Division.


  11. Will you or the Landlord evict me for calling the Housing Inspector?
    Non-payment of rent or other lease violations are grounds for eviction; the Illinois Retaliatory Act prohibits the landlord from evicting for complaints to any governmental authority.

Finance:

  1. How do I get a marriage license, a birth certificate, a death certificate, information about my property taxes, information about my court date, my probation officer, my child support.

  2. How do I license my dog or cat?
    All Rock Island County residents should obtain their pet registration tags from Rock Island County Animal Care and Control. Pet tags may be purchased at the county animal shelter located at 4001 - 78th Avenue in Moline, or by calling (309) 558-3483 and requesting a tag by mail. Pet owners must have a copy of a current rabies vaccination certificate to buy a tag.
     
  3. What day is my garbage pickup? What will they take? How do I get rid of things they won't take?

  4. Why is my water bill so high?

  5. Can I make payment arrangements for my water bill?
    Come to the Customer Service area at 1528 Third Avenue Rock Island to make payment arrangements as soon as you receive the bill. We will negotiate a payment plan to fit your finances. Don't wait until you get a shut-off notice!

Fire Department:

  1. How do I report a fire, medical, or other emergency call?

    Dial 9-1-1

  2. Where is the best place to place the smoke detector?
    Place smoke detectors in the corridors leading into bedrooms. Mount the detector in the middle of the ceiling or twelve inches down from the ceiling if mounted on a wall.

    If you live in a two-story home, place the detector at the top of the stairwell. Never place the detector close to a kitchen or bathroom. If possible, place a smoke detector on every level of the home.

  3. Are carbon monoxide detectors really needed?
    Absolutely! Carbon monoxide is a silent, deadly killer. Potential carbon monoxide sources in the home are clogged or blocked chimneys, portable heaters, gas or wood burning fireplaces, a leaking chimney pipe or flue, gas clothes dryers, and vehicle exhaust. These detectors are well worth the investment.

  4. Why does a fire truck come to my house with the ambulance?
    The “engine” company arrives with the ambulance to help the paramedic crew move a patient outside of their residence and also assists with patient care inside the ambulance. Most firefighters on the “engine” company are certified paramedics and can assist the crew with medications and advanced procedures.

  5. What do I do when I see an emergency vehicle approaching when I am driving?
    Always remember to safely pull your vehicle to the right when you see an emergency vehicle approaching. Never stop in the middle of the road or precede though an intersection against the signals. An oncoming vehicle going through the intersection might not see you in time. Always pull to the right whenever possible.

  6. Why does the ambulance sit in front of my house after they get the patient into the back of the ambulance?
    In many ways, an ambulance is like a mobile emergency room. The ambulance carries the same equipment as the emergency room has - and even does the same procedures as the emergency room. Sometimes, a patient needs some medication or a special procedure prior to going to the hospital. Some medical conditions need to be addressed rapidly to ensure a positive outcome for the patient.

  7. Why does the fire department punch a hole in the roof of a house when it is on fire?
    When there is a fire in a closed structure, the fire and smoke build up and move upward until it cannot go up any farther. Smoke travels upward until something stops it like a ceiling or a roof. At this time, the smoke mushrooms outward filling the structure. If the firefighters punch a hole in the roof, the smoke is able to escape. If there are victims inside, this could better enable them to breath and be more easily located by the firefighters. If the firefighters ventilate the structure, the heat will dissipate and the firefighters can more easily locate the fire and extinguish it.

  8. If I were trapped in a burning building, would firefighters be able to rescue me?
    This all depends on you and the fire protection features of the building you are in at the time of the fire. There are ways to improve your chances of escaping a fire such as:
    • Installing smoke detectors in your home, and check them monthly;
    • Having a fire escape plan that includes two ways out of each room/home and practicing it;
    • Learning what to do in the event of fire in your home.
    • Never re-enter a burning building.
    • Don’t panic. When you panic, your chances of survival decrease significantly.
    • If you are trapped and you know the fire department is on scene, make your location known by yelling, opening a window and hanging something out, or calling 9-1-1 and relaying your location to the dispatcher.
    • Stuff bedding or towels under the door to keep deadly smoke and gases out of the room.
    • Do not hide under a bed or table! Stay near a window or doorway. Firefighters are taught to search under windows and doorways during rescue searches.
    • If you are on a second floor you may be able to hang from a window and drop to the ground without suffering significant injury. This option should be considered a last resort, when smoke and/or heat make a room uninhabitable
  9. Can we schedule a fire engine presentation or station tour?
    Yes. If you are interested in a tour, contact the fire department at 732-2800 to schedule a time.

  10. What is the best kind of extinguisher for my house?
    A multipurpose fire extinguisher is best for the home. Look for the rating to be at least 2A:10B,C on the label. This extinguisher can be used on any type of fire commonly found in the home. It will often be labeled A-B-C.

Martin Luther King, Jr. Community Center:

  1. What is the King Center's role in the City of Rock Island?
    The Martin Luther King, Jr. Community Center is a department of the City of Rock Island. A non-profit corporation was established with a governing Board of Directors which allows the center to seek grants and donations to support programs. The Board of the Center consists of Rock Island residents, whose members are appointed by the Mayor and City Council
     
  2. Who can participate in programs at the King Center?
    All Rock Island citizens are eligible to participate in the programs at the King Center.
     
  3. Are there opportunities to volunteer at the King Center?
    Yes, most programs welcome and even encourage volunteer involvement. It is important to note that some programs require the volunteer to undergo a background check. Please call 732-2999 to receive more information about volunteer opportunities
     
  4. How much does it cost to participate in the programs?
    The majority of the programs are free of cost, while others require a very small fee.
     
  5. I can't find the King Center in the phone book? Is the number listed?
    There has been some confusion lately but we are listed in the blue pages under Rock Island, City of. The Ameritech phonebook does not include the King Center due to an error that will be corrected in the future. The full address is below.

  6. How can I make a reservation to use the community or conference rooms?
    Space is available for community use during weekdays at no cost. Weekends are available for a minimal rate. Call 732-2999 to make a reservation.
     
  7. Is Prairie State legal services located in the King Center?
    Prairie State legal services is no longer located at the King Center. Their current address is 208-18th Street, Suite 202, Rock Island, IL 61201, (309) 794-1328.
     
  8. Is the Safer Foundation located at the King Center?

Parks and Recreation:

  1. Is alcohol allowed in the parks?
    Alcoholic Beverages are not permitted in city parks.

  2. What time do parks close?
    10 pm

  3. How do I reserve a shelter?
    Starting April 1st each year, reservations can be made at the Rock Island Park Board Office at 1320 24th St Rock Island, IL or by calling 732-PARK (7275) and making the reservation with a VISA or MASTERCARD.

  4. How can I rent a boat slip?
    Sunset Marina is owned and operated by the City of Rock Island, Public Works Department and is located at 31st Avenue and the Mississippi River. It offers quality, docking space for 465 boats from 16 feet to 60 feet in length. Winter land storage is also available. For slip rental or other information, contact the marina office at (309) 732-2282.

  5. Is Black Hawk State Park a Rock Island Park?
    Black Hawk State Historic Site is not a Rock Island City Park. It is listed under Historic Preservation Agency in the State Government section of your phone book. To contact someone there with questions or regarding Singing Bird Nature Center call (309) 788-9536.

  6. Are pets allowed in the parks?
    Dogs must be on a leash at all times. The pet owner is responsible for removal of all waste deposited on park property. Remember this is a play space for you and your family!

  7. I'm a student looking for summer work, how do I apply?
    Rock Island Parks and Recreation offers many seasonal positions throughout the Department. You may pick up an application at the Rock Island Park Board Office at 1320 24th St Rock Island, IL or by calling 732-PARK (7275)

  8. Dad loved Lincoln Park, how can I make a memorial donation?
    We offer a “Plant a Tree Program” and a “Patron of the Parks Program” to be used as a special remembrance or for recognizing an individual or groups for their contributions. Contact the Park and Recreation office at (309) 732-7275 for more information.

  9. When are Park Board meetings?
    Park Board meetings are generally held the 3rd Tuesday of every month, with few exceptions, at the Park Board Office at 1320 24th Street Rock Island, IL.

  10. Are my games rained out?
    To find out if an activity or game is rained out, try calling (309) 732-RAIN, after 3 pm.

  12. Can I hold a special event in the parks?
    The Parks and Recreation Department offers several sites throughout the park system that are ideal for very special occasions such as weddings and parties. The most popular sites are: Lincoln Park Wedding Plaza, Lincoln Park Gazebo, Sunset Park Overlook, Longview Park Conservatory, and Hauberg Civic Center. Special Events that are open to the general public or have amplified music must obtain permission from the Rock Island Park Board at least one to two months in advance. Golf:

  1. Are reservation needed?

  2. What is your cancellation policy?
    Please call as soon as you know you or your group will not be there. Reservations are a no charge benefit feature, and they work best when all of us respect the process.

  3. How long should it take to play the course?
    Saukie should typically play under two hours for nine holes, and about 3 hours and 45 minutes for 18 depending on traffic. Highland is generally a bit longer as the course is a full layout. As applies to all golf courses, early in the day is generally faster than late, and outings, leagues, and other factors can make a difference. Rangers are employed to manage traffic at both courses.

  4. Can I wear metal spikes?
    No, soft spikes are required.

  5. What is the dress code for the course?
    These regulations are in effect on both the golf course and the driving range at all times:
    Appropriate shirts and shoes must be worn at all times.
    Shirts should have sleeves and extend to the waist.
    Ladies are allowed sleeveless tops.
    Tube tops, “muscle” shirts, and midriff tops are not appropriate. Tee shirts are acceptable.
    No bathing suits or tops will be allowed.
    No item of clothing should have any profanity or offensive slogans, logos, pictures, or content.
    Golf shoes or flat bottom tennis shoes only: soft spikes mandatory.

    All players agree to the above rules by purchasing a pass, greens fee, or range balls.We reserve the right to remove or refuse service to those not abiding by the dress code.

  6. Are alcoholic beverages available for purchase?
    Yes, beer and wine coolers are available at both golf courses for purchase. You must be at least 21 and have proper ID to purchase. You MAY NOT bring your own, and outside coolers are prohibited. This includes the pavilion at Highland Springs. All alcohol consumed on the premises must be purchased from the clubhouse. We will confiscate prohibited items.

  7. What set of tees should I play from?
    In general, the lower your handicap the farther back you will be comfortable playing. As you become more experienced, you should try different sets of tees, and find out where you have the most fun. That is the right set of tees for you.

  8. What is the speed of play per hole?
    On a regulation 18 hole course, an average pace of play should be about 13 minutes per hole, resulting in a pace of play that will have you finish in right around four hours. However, we encourage you to focus on the group in front of you and try to maintain an interval that has you ready to hit for all of your players as the group out front is leaving the next green. Focus on the group behind you will only indicate whether or not that group is slower than you are.

  9. What are the hours of operation for each golf course?
    During season, the courses are open during daylight hours. Normally tee times begin at 6 AM; there is no play before that time in order to let the grounds crew prepare the course for the day.

  10. Can I bring my own food and beverage to the course?
    Normally, no. Exceptions can be made for medical reasons. Please contact the Manager of Golf Services. In the case of outings, you may have your meal catered to the respective course and provide your own non alcoholic beverages to the dinner area. Any and all alcohol must be purchased through the golf courses.

  11. Does the course have an age limit?
    For the safety of our younger players and our other golf patrons, the City of Rock Island Parks have adopted the following guidelines:

    Minimum age to play unsupervised is:
    age 9 at Saukie
    age 11 at Highland Springs

    Child may play with parent or other adult :
    age 6 at Saukie
    age 8 at Highland Springs.

    Children who are (or have been) enrolled in a recognized Junior Program may qualify to play unsupervised at an earlier age if certified by a PGA Professional as capable of handling this responsibility. All children under the minimum age not playing in a Parks supervised league or For the safety of our younger players and our other golf patrons, the City of Rock Island Parks have adopted the following guidelines:

    Minimum age to play unsupervised is 9 at Saukie, 11 at Highland Springs. Child may play with parent or other adult at age 6 at Saukie, age 8 at Highland Springs. Children who are (or have been) enrolled in a recognized Junior Program may qualify to play unsupervised at an earlier age if certified by a PGA Professional as capable of handling this responsibility. All children under the minimum age not playing in a Parks supervised league or activity must be accompanied by a parent or other adult. An older sibling does not qualify if under 18 years of age.

    Children 4 and above may walk (or ride) along with adults upon payment of a walker fee ($2 for kids under 18). Walk alongs are not players, but will be allowed to putt or hit an occasional shot if properly supervised. If in the judgment of the course personnel the walk along or ride along is really a player, you will be asked to provide a greens fee receipt.

    Adult with walk along is responsible to keep child close and under control at all times. Groups with walk along or supervised children players must maintain pace of play and are subject to all normal rules and requirements. It is recommended that parents with small children or beginners choose off peak playing times to minimize problems. Please contact our golf shop for help in choosing the right time.

  12. Cart information?
    To rent and operate a golf cart at either golf course, you must be at least 18 years of age and have a valid drivers license or state issued ID. You must sign an agreement that holds you liable for damages and other penalties should there be a problem. This is standard throughout the golf industry. You may not drive a cart that has been rented by another person if you do not meet these guidelines.

Personnel:

  1. How do I apply for a job opening at the City of Rock Island?
    The Personnel Department accepts applications for all job openings. Applicants are required to complete a city application. A resume and cover letter may be attached. Applications are available on-line by clicking here or in the Personnel Department located in City Hall, 1528 Third Avenue, Rock Island. The City does not accept resumes or applications for positions that are not vacant.

    If selected for employment, residency within a ten (10) mile radius from 17th Street and 31st Avenue in the State of Illinois must be established no later than six months after the completion of probation. (Exception: Department Heads must live within the city limits of Rock Island.) Residency within these parameters must be maintained for the duration of employment with the City of Rock Island.   2. Can I apply for more than one position?
    Yes, an applicant can apply for more than one job opening by simply indicating at the top of the application form which positions he or she has interest in.
     
  3. How do I apply for a police officer or firefighter position?
    Every two years, the Personnel Department conducts civil service testing for public safety employees. Those candidates who successfully complete the testing are either given full time positions or are placed on an eligibility list and hired when a job vacancy occurs. Call 732-2050 to find out when the next round of testing is to take place.
     
  4. How do I file a claim against the City for causing property damage or personal injury?
    The City has on-line claim forms by clicking here and is available for anyone who has property damage or personal injury caused by the negligence of the organization. Forms can also be obtained in the Personnel Department in City Hall. The claimant should complete the form, filling in answers to all questions. Copies of any receipts, estimates or paid bills should be attached. A representative from the Personnel Department will make contact with the claimant after receiving this information.
     
  5. How do I get information on the public access channel at the City of Rock Island?
    The City of Rock Island controls programming on the public access channel. There is no charge with this service. Space is limited so preference is given to City of Rock Island and the Rock Island School District. To be eligible to broadcast on this channel, an organization must be non-profit as established under laws of the United States and be Rock Island based or publicizing an event to take place within the City of Rock Island.   6. Where do I go if I have a concern or complaint about Mediacom Cable Service?
    You can notify the Personnel Department at 732-2050 or the following e-mail address personnel@rigov.org. Please provide a contact name, including your address and phone number and your general concern. A city representative will follow-up with Mediacom and later provide a return response.

Police Department:

  1. Does the Rock Island Police Department have a ride along program?
    Yes, City of Rock Island residents are invited to ride along with one of our police officers on a normal tour of duty. This program gives you the opportunity to gain insight into the operations of the Police Department. Call 732-2500 and leave your name and number for further information.
     
  2. Do I have to give my name when reporting criminal activity?
    To effectively combat crime in a neighborhood, it is important that citizens get involved and provide their names and act as complainants and/or witnesses. However, if you are uncomfortable about providing your name, address or phone number, you can still report suspicious activity in your neighborhood. Citizens do not have to give their name, address or phone number when reporting suspected criminal activity. Citizens should tell the 911 telecommunicator that they wish to remain anonymous and that they do not wish to speak to an officer. However, when you call 911 please be as specific as possible and provide as much information as you can to assist the responding officers. If callers do not give their name or are unwilling to be a complainant, the officer's enforcement options are greatly limited and enforcement action may not be possible based on the Constitution and laws of the State of Illinois.
     
  3. How can I obtain a copy of a police/accident report?

    Police Report
    To obtain a copy of a police report you must first fill out a Freedom of Information Act request at the office of the City Clerk. The City Clerk's Office is located on the first floor in City Hall. Police reports cost $0.25 for each side of the page (most reports have 2 or more pages). Please note that it may take up to seven working days for a report copy to be obtained.

    Copies of accident reports are available Monday through Friday from 7:45 AM to 4:00 PM at the front desk of the police department. A copy of an accident report costs $5.00. Copies are available after 4:00 PM if you call the Traffic Records office at 732-2523 and request that one be left at the front desk for late pickup.

     
  4. Does the Police Department provide home/business security Evaluations?
    Yes, the security awareness program is designed to reduce the incidence of crime by having a police officer assist the homeowner, apartment dweller, or local business person locate security weaknesses, then offer practical suggestions for correcting them. To make an appointment, call 732-2400. If no answer, please leave your name and a number where you can be contacted.
     
  5. Does the Police Department provide talks to interested civic or community organizations?
    Yes, as a means of providing professional guidance in a wide variety of areas relating to law enforcement, the Rock Island Police Department's Speaker's Bureau will provide a speaker free of charge to civic groups and other community organizations. Request must be submitted in writing to the Chief of Police at 316 16th Street, Rock Island, IL. 61201-8677 at least 3 weeks prior so that schedules may be arranged to accommodate the request. For information, call 732-2400. If no answer, please leave your name and a number where you can be contacted.
     
  6. Does the City of Rock Island have a curfew ordinance?
    Yes, curfew for residents 16 years of age and younger is enforced by the City. Minors may not be in any public assembly, building or street after curfew hours unless accompanied by an adult. An exception is made for minors employed during curfew hours. The curfew extends from :
     
    Sunday through Thursday curfew begins at 11:00 p.m. and last until 6:00 a.m.
    Friday and Saturday curfew begins at 12:00 midnight and ends at 6:00 a.m.

    Under City Ordinance the parent or guardian of a minor found to be in violation of the curfew ordinance may also be cited. Please be advised that this is a voice mail number and is not answered, however, it is checked daily to retrieve the messages.

  7. How do I find out Sex Offender Information for my neighborhood?
    Contact the Illinois State Police listing of Sex Offenders at http://www.isp.state.il.us/sor/frames.htm. The database is updated daily and allows you to search by city, county, and zip code.

Public Works:

  1. When is yard waste collected?
    The city has replaced the curbside yard waste collection program with two new yard waste disposal alternatives. Customers who prefer a curbside service will be able to subscribe for weekly collection and customers who prefer a lower cost option may use a new drop-off center.   2. Are old appliances and used tires collected with my refuse?
    The City doesn’t collect old appliances or used tires. Please contact the Rock Island County Waste Management Authority at 1-800-917-1969 for drop-off or collection information.
       
  3. Whom do I contact with questions about my water bill or to set up water service in my name?
    Contact the Customer Service Center at (309) 732-2000.
     
  4. When is the Sunset Marina office open?
    Closed 12 noon to 12:30 p.m. and Holidays

    From April through the end of October, the Marina office is open Monday thru Friday from 9:00 a.m. to 5:00 p.m., Saturday from 9:00 a.m. to 4 p.m.

    During the off season (November through March), the Marina Office is open Mon-Fri from 8:00 a.m. to 4:00 p.m.

  5. How do I reserve one of the shelters in Sunset Park?
    The shelters in Sunset Park are managed and maintained by Parks and Recreation. They can be reached at (309) 732-PARK.
     
  6. Will old paint cans be collected if I sit them out with my refuse?
    Paint cans that are completely dried out and have the lids removed will be collected with your normal refuse. For cans that don’t meet this requirement, please contact Scott County Hazardous Waste Management at 381-1300.
     
  7. I would like a handicap parking space in front of my home. What do I need to do?
    You may submit a letter to the Traffic Engineering Committee, 1309 Mill Street, Rock Island, IL 61201 or contact (309) 732-2200. Click here for more information.
     
  8. How does the City determine if there’s a high weed violation on a property?
    The property inspector uses a special measuring device which is marked in inches. If the weeds and grass are beyond the 10" mark, it is a violation. Click here for more information.
     
  9. Why does my water look like milk or chalk?
    The white, milky color that appears from time to time is caused by millions of tiny air bubbles escaping from the water as soon as it leaves the tap. If you let the water stand, it will clear in a few minutes, often leaving larger air bubbles clinging to the side of the glass. The water is still perfectly safe to drink since this is not caused by any sort of contamination.

Environmental Management:

  1. What are the laws and regulations governing CSO Planning?
    CSO Planning is required by the Federal Clean Water Act (CWA). The CWA created the National Pollutant Discharge Elimination System (NPDES) Permit program. In Illinois, enforcement of the Clean Water Act, including NPDES compliance, has been delegated to the Illinois Environmental Protection Agency (IEPA).

  2. What are the requirements of the City’s CSO NPDES Permit?
    The City is required to monitor all CSO outfalls and submit monthly annual CSO reports to IEPA documenting discharge location and date for each combined sewer overflow.

Stormwater Management:

  1. Who do I contact to report a complaint or to ask more questions about Stormwater?
    The on-line complaint form should be completed. You can also call the Public Works Department at 732-2200. A special emergency number will be listed soon for calls related to Stormwater.

  2. Is it okay if I let my soap run into the drain, even if it’s “biodegradable?”
    No. Stormwater is the only item that should enter the storm drains. Even though a soap or other chemical is biodegradable does not stop it from being harmful to the environment. Biodegradable only means that the soap will break down over time. It may still be toxic to the environment and living creatures, such as fish. Soapy water should be properly discarded inside of a sink or toilet.

  3. What rules and regulations control stormwater issues?
    Illinois Drainage Law, NPDES regulations, and the City of Rock Island Stormwater Control Ordinance are the main stormwater rules and regulations.

  4. Where can I find more information on the stormwater rules and regulations?

  5. My neighbor’s stormwater runs on my property, can I build a berm or wall to keep the stormwater on their property or force it onto a different property?
    No. If the natural drainage is from their property to your property, then you cannot block the natural flow of the storm water.

  6. Can I change how stormwater flows across my property?
    Yes as long at the stormwater enters and leaves your property at the same locations as it does naturally. Also you cannot unreasonably increase the flow of the stormwater.

  7. The intake in the street, or the pipe under the road is plugged; who is responsible for maintaining these?
    The City of Rock Island is responsible for maintaining city owned pipe and infrastructure. If you see that a pipe or intake is plugged please call 732-2200 or fill out the online complaint form.

  8. There is a ravine/stream through my property; who is responsible to maintain it?
    Most ravines and streams are on private property. The property owner is responsible to maintain the ravine/stream to prevent or reduce the discharge of pollutants. This maintenance shall include, but is not limited to, sediment removal, bank erosion repairs, maintenance of vegetative cover, and removal of debris from privately owned pipes and structures.

  9. There is a swale or open drainage channel through my property; who is responsible to maintain it?
    The property owner is responsible for maintenance of private drainage channels, including keeping the drainage channel free of trash, debris, excessive vegetation, and other obstacles that would pollute, contaminate, or retard the flow of water through the drainage channel. In addition, the owner shall maintain existing privately owned structures adjacent to the drainage channel.

  10. Can I put grass clippings (yard waste), tree limbs, compost, concrete, chemicals, etc. into the ravine on my property?
    No. It is a violation of the storm water ordinance to release contaminates into the storm water. Common contaminates include trash, yard waste, stones, earth, concrete, wood, lawn chemicals, pet waste, wastewater (grass clippings), oil, petroleum products, cleaning products, paint products, hazardous waste and sediment.

  11. Why can’t I dump my natural material (yard waste, sticks, brush, compost, etc.) into the ravine on my property?
    These materials get picked up during storm events and are carried into the drainage channel where they cause blockages of the drainage channel, pipes, and culverts. These blockages can cause flooding at downstream properties.

  12. If I can’t dump my natural materials into the ravine, what can I do with them?
    The City has a yard waste drop off center at 1309 Mill Street on Saturdays from 10 AM to 6 PM. Please contact the City at 732-2200 for more information on this program.
