Stormwater Utility Rate Structure
All developed properties in Rock Island except public streets will pay a Storm Water Utility charge based upon an estimate of the property’s impervious area. These are usually hard surfaced features such as rooftops, driveways, sidewalks, patios, parking lots and awnings.
Storm Water Utility charges to single family detached homes are based upon gross property area according to the following table…
Small Parcels……..……………$2.71 per month
(gross area less than 6,000 square feet)
Medium Parcels………………..$3.62 per month
(gross area between 6,000 and 18,000 square feet)
Large Parcels..……...………….$4.52 per month
(gross area between 18,000 and 87,120 square feet)
Storm Water Utility charges to all other properties are based upon the property’s impervious area as measured from aerial photography or field surveys. The charge is $3.62 per month per Impervious Area Unit (IAU). The number of IAU’s attributed to a property is determined by dividing the total impervious area (square feet) by 2,800 and rounding the result up to the next integer.
Storm Water Utility charges are included on the monthly or quarterly Water and Sewer Utility bills whenever possible.
Credits for Providing On-Site Stormwater Controls
The owners of large properties may be able to reduce Storm Water Utility charges by the construction and maintenance of on-site storm water management facilities (such as detention basins) designed to reduce runoff quantity or improve runoff quality. If the facilities meet the requirements of the Rock Island Storm Water Credit Manual, the Storm Water Utility charge will be reduced. Appeal Process
Any customer who believes that the City has made an error in calculation of the Storm Water Utility charge should contact the Public Works Department (732-2200) for an explanation of the charge. If that explanation is unsatisfactory, the customer may file a formal written appeal according to the process defined in the Storm Water Utility ordinance.
Where does the money go?
The stormwater utility fund pays for City staff, equipment, supplies, infrastructure maintenance, levee maintenance, emergency repairs, engineering services, construction projects, project reviews, field reviews, and ordinance enforcement, etc.
