UTILITY BILLING

The City has maintained a municipal water system since 1872.

Rock Island residents are billed quarterly, based on a 90 day cycle. The majority of water meters are located in basements. Meters are read by either using a handheld touchpad device or through radio frequency readings; in most cases, the meter reader does not need to enter your residence.

Utility bill charges could include the following:

Water Rates
Water usage is personal and varies from household to household. Water usage is measured by consumption units. One consumption unit is 100 cubic feet or about 748 gallons For water rates click here.

Codes on the utility bill notify you if the meter read was estimated or actual.

  • CE - computer estimated read
  • MR - meter reading
  • RE - meter removal or change

Water Service Repair Program

Sewer Lateral Repair Program
Rock Island offers a Sewer Lateral Repair Program designed to protect customers from the unexpected financial burden caused by a sewer lateral repair. For program information and rates click here.

Stormwater Utility
All developed properties in Rock Island except public streets will pay a Storm Water Utility charge based upon an estimate of the property’s impervious area. These are usually hard surfaced features such as rooftops, driveways, sidewalks, patios, parking lots and awnings. For rates click here.

Payment Options

Pay and view your utility bill online! The City of Rock Island now offers customers the opportunity to pay bills online. eRock is the City’s official payment service. No service fees are charged to customers and this site is completely secure.

Senior citizen and handicapped discounts are available.

Direct withdrawal from your checking or savings account is available.

A drop box is available for payment of water bills, located at 3rd Avenue and 16th Street (across from the Police Station). Payment can be made by a check. Payment may be deposited in the drop box 24 hours a day, seven days a week.

Starting or ending service
Water service may be initiated or terminated during the hours of 7:30 a.m. to 5:00 p.m., Monday through Friday at City Hall, 1528 Third Avenue.
