OFFICE OF THE CITY CLERK

The Office of the City Clerk is responsible for preparation and distribution of the Council Meeting Agendas. The Clerk attends all meetings of the City Council where a quorum of Council members are present and is responsible for keeping records of Minutes of each meeting. A calendar of scheduled Council Meetings is issued annually by this office.

The City Clerk maintains other records, including ordinances, contracts and agreements. The City Clerk is the Freedom of Information Officer for the City, and all requests for information are filed initially with this office. The request is given to the appropriate Department for response, and the response is returned to the customer via the City Clerk.

The City Clerk is the Election Official of the City. Packets of Election Information and forms are prepared by the Clerk in September prior to the election year, and are available to the persons interested in becoming an elected official. These persons who have completed the forms and have the appropriate number of signatures file for their office in December with the City Clerk. The next Municipal Election will be in 2009.

The City Clerk issues a number of both annual and temporary licenses for the City, such as Tree Trimming, Plaza Uses (vendors, events, cafes), Carnivals, Itinerant Merchants, Taxi Cab Businesses, Tobacco Dealers, Coin-operated Game Machines, Pawn Shops, Raffles, Sound Amplification, etc. The City Clerk also coordinates all requests for street closings for block parties and other events, as well as all races, runs, parades, etc. which utilize the City streets, and prepares a final report for Council approval.

The City Clerk is also responsible for the listing of all persons - staff members and commission/board members - who need to complete an annual Statement of Economic Interest for Rock Island County. The City Clerk is deputized to conduct Voter Registration, but does not maintain records for this. This is done as a convenience for customers at City Hall, and records are maintained at Rock Island County.
