No, anyone can register for our programs. Rock Island Fitness & Activity Center members receive a discount on most fitness classes.

2. Will the program be held today, since the weather is questionable?

To check the status of a sports, recreation program or event due to inclement weather, please call (309) 732-RAIN as it is updated with changes or cancellations due to weather.

3. What is the fee if I want to only participate in a land or water aerobics class a few times a session?

The drop in fee for land or water aerobics class is $4.00. On classes that are full for the session we do not allow anyone to drop in.

4. Can I sign up for a fitness class after the session has begun and do I still pay the full price?

The fitness classes will be pro-rated after the third week has been completed. After the third week then the class is pro-rated by day.

5. What is your refund policy for programs?

Refunds will not be issued for programs that have begun, trips or workshops unless the spot can be filled from a waiting list. A $5.00 service charge will be deducted to defray clerical and administrative costs. Processing of refunds takes approximately 15 to 30 days.

6. When do I need to register by?

Most sports programs have a designated registration deadline so that teams, coaches and supplies may be arranged. After the registration deadline a $5.00 late fee may be charged if there is still available space. To avoid cancelled classes due to low enrollment, recreation programs should be registered for at least one week in advance.

Building Permits

1. Do I have to hire a licensed contractor to do work on my own home?

No, not if it is the owner’s primary residency. A homeowner who owns and occupies the house may do any or all work—building, plumbing, mechanical (heating and cooling), and electrical (except installation and medication of electrical service – this must be done by a licensed electrical contractor under permit). If the home owner and their agents are not sure of their abilities to do any or all of the work, it is recommended that they hire a licensed professional. Licensed trade contractors provide some assurance that they have adequate knowledge and training in the field(s) of their specialty.

Please Note: Properties in which the owner does not occupy/live in the home requires licensed contractors. Any work done by renters, landlords, their employees, or other persons who do not own and occupy the home must have an appropriate license or hire a licensed contractor.

2. How am I protected as a homeowner hiring a contractor?

Make sure the contractor gets a building permit and that home owner has a written contract with them. City of Rock Island requires all contractors to register with the Inspection Division and provide proof of liability insurance when they pull a permit. We do this to protect the homeowner in case a contractor or their employee would be injured on the homeowner's property. Please remember if the contractor does not get a permit, the applicant could be held liable if they are injured, and they will receive no inspections to insure the work was done according to code. The State of Illinois has a Home Repair and Remodeling Act that requires contractors to provide a written contract.

3. Do I have to bring an older home up to current codes when remodeling?

Only the newly remodeled portion must meet the current codes unless the remodel creates a hazard for the existing building, such as overloading an existing beam.

4. What if I've made an alteration to my home without pulling a permit?

Penalties can be levied for those who simply refuse to comply with the law and the City may seek penalties through the MUNICES Administrative Hearing procedure. The Inspection Division would rather see a building conform to the code than to punish a homeowner. If a homeowner discovers that they did not obtain a permit when required, they do not necessarily have to tear down and start over. They should contact the Inspection Division and apply for a permit. If the alteration can meet the applicable codes, it will be approved. Our inspectors won’t necessarily approve something they cannot see and may require small sections of wall or roof covering be removed to verify that the construction meets the code. We also do not guarantee that some changes won’t need to be made, and some may not be easy to accomplish.

5. What if I need a permit extension?

Any permit holder holding an unexpired permit shall have the right to apply for an extension of the time allowed to work under an existing permit so long as the request is submitted in writing to the Building Official and so long as good and satisfactory reasons for the request are provided. The Building Official may then extend the permit for a period not exceeding 180 days if there is reasonable cause.

6. Why would a Stop Work Order be issued?

Whenever the Building Official finds that any work regulated by the City Ordinance and adopted Building Codes is being performed in a manner contrary to the provisions of the codes or dangerous or unsafe, the Building Official is authorized to issue a Stop Work Order.

**Some examples may be failure to register as a Contractor, failure to as pull a permit as required, or performing work for which the original permit was not approved or change the project scope without seeking approval from the Building Official.**

The stop work order shall be in writing and shall be given to the owner of the property involved, or to the owner's agent, or to the person doing the work. Upon issuance of a stop work order, the cited work shall immediately cease. The stop work order shall state the reason for the order, and the conditions under which the cited work will be permitted to resume.

Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to penalties as prescribed by law.

7. Can the City waive a code requirement?

No, codes cannot be waived. However, if an alternate way of building something is proposed and will provide the same degree of safety as what the code require, it may be approved as an alternate method by the Chief Building Official.

Contractor Registration

No. If you register at the end of the registration term the required fee will be the same as if you had registered in the beginning of the term.

Yes. If a company has multiple divisions, for example, plumbing, heating, and electrical, then registrations must be submitted separately and each trade permit must be applied for separately, (even if for the same project location).

1. What is the age requirement to use the Fitness Room?

You must be 14 years old to use the Fitness Room. Anyone between the ages of 14-16 must turn in their membership card at the Service Center and get a lanyard showing they meet the age requirement. Anyone 17 and older may use the room without a lanyard.

2. At what age can my child come to the Fitness Center without an adult?

Anyone 8 years and older is allowed in the Fitness Center without an adult. From 7:00 pm - 10:00 pm anyone under the age of 10 must have an adult with them.

3. Is it allowed to have children in the pool with water wings on their arms?

No. Water wings are not allowed due to the fact that they constrict arm movement or may deflate. RIFAC provides swim belts for children that go on their backs and help them stay afloat.

4. Can the Jungle Room be used by anyone?

The Jungle Room is designed for children 10 years and younger. Anyone under 6 years of age will need adult (18 years or older) supervision.

5. Do you provide towels?

Towels are provided for those members who have rented a kit locker. Other members or participants may rent a towel for $.50

6. What is the cost to have my child in babysitting?

It is $1.00/hour per child. You can purchase a punch card at either $5, $10, or $15. Each punch equals half hour per child. Children from newborn up to age 8 are accepted, and parents must stay on the premises to use this service.

1. What programs does the City of Rock Island offer?

The City offers three programs: a Roof Forgiveable Loan Program, an Emergency Program, and a Targeted Rehabilitation Loan program that can assist with house roof, garage repairs and roof, gutters (house and garage), tree removal, and concrete flatwork. The city occasionally has funds available to assist with lead removal but this is dependent upon receiving a Healthy Homes grant from HUD. Housing Programs

There is a waiting list application for the Roof Forgiveable Loan Program which is generally 12-18 months. There are three main areas for qualification and once these are met, it is based on qualifying through HUD income and household size guidelines. These items are 1) have title to your property with a Quit Claim Deed, a Warranty Deed, or Certificate of Title; 2) valid homeowner’s property insurance must be in place; and 3) property taxes must be paid current with no outstanding back taxes on the property. Paid tutors are on sight to help with homework the moment your child arrives for programming. After homework, all grade groups (K-8) break into academic games, physical fitness, and recreational activities. Before children are dismissed at 6:00 pm a meal is provided free of charge. A variety of partners are also onsite to help with programming.

10. When does the After School Program start and when do I sign-up?

The After School Program usually begins the 2nd or 3rd week of August. Sign-up for the After School Program is during camp season during the months of June and July.

Yes, the King Center does provide transportation for at least four (4) schools. The schools are chosen based off of the number of students we have enrolled from each school and families who are in need of the service. The King Center does not provide transportation during intersession breaks or on half-day early dismissals.

12. Does the King Center offer any programs during school intersessions?

Property Nuisance

1. How does the city determine who is the owner of a property?

The city determines the property owner by searching the public records of the Rock Island County Recorder of Deeds.

2. What happens if I sold the property but did not record the sale with the County?

The city does not recognize unrecorded deeds and will pursue the owner according to the public record. It is the owner’s responsibility to insure the recording of the new deed.

3. Does the County take ownership of my property if I stop paying taxes on it?

No. The fact that you stop paying taxes on your property does not mean the County, or any other party, automatically takes ownership of it. The property could eventually be sold for back taxes, but this takes at least two years from the date the taxes became delinquent.

4. Who is legally responsible for my property if I stop paying taxes on it?

You are legally responsible for the property until it is formally transferred to another party and the transaction is recorded with the Rock Island County Recorder of Deeds. City ordinances also require owners to maintain their property and keep their building secured

5. What is an inoperable vehicle?

According to Chapter 9 of the City Ordinance an inoperable vehicle is defined as: “Inoperable Motor Vehicle : A vehicle from which the engine, wheels or other essential parts have been removed, or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own power for a period of at least seven (7) days. Inoperable motor vehicle shall not include: 1) a motor vehicle which has been rendered temporarily incapable of being driven under its own power in order to perform ordinary service or repair operations, 2) any motor vehicle that is kept concealed within a building when not in use, or 3) a motor vehicle on the premises of a place of business engaged in repairing, wrecking or junking of motor vehicles where properly zoned."

6. How tall must grass and weeds be before I can report it?

According to chapter 13 of the City of Rock Island Ordinance, the grass must be 10” in height.

7. What if I need to store scrap lumber or salvage materials?

This does not mean that you cannot keep old car parts, scrap lumber, salvage materials, or
other equipment. What is does mean is that these types of materials cannot be stored in
the yard. As long as the items are stored in a shed, garage or other enclosed space, there
is no violation.

8. What if my neighbor's trees have branches that are growing over my property line?

This is a civil issue that should be taken up with the neighbor. If the issue cannot be resolved personally, it is advisable to contact an attorney.

Anyone ages 9 and older may come on their own. Anyone 8 and younger must have an adult with them.

Yes we do allow toys and floats in the pool, with the exception of water wings which are not allowed. Whitewater Junction does provide lifejackets for the shallow end of the pool.

3. Do you have a member’s only swim?

Member’s swim is on Friday mornings. The zero depth-3 ½ foot area is open for members from 9am-11am.

4. Do you have lockers at Whitewater Junction?

Yes, the lockers are located on the deck of the pool. There is a cost of $.25 each time you use one. We strongly suggest that the lockers are used. Whitewater Junction is not responsible for lost or stolen items.

5. What age do you allow to swim during lap swim?

Lap swim is for adults 18 years and older.

6. What are the requirements to be able to use the slides?

In order to use the body slide and tube slide you must be 36”-48” tall and wear a Whitewater Junction lifejacket. If you are 48” and taller you may ride the slides without a lifejacket. In order to use the yellow drop slides you must be able to swim two widths of the pool doing front crawl without stopping.

7. Do you have a concession stand?

Yes, we have a diner. It is open the same hours as the pool. It carries a variety of different food such as soft pretzels, Happy Joe’s Pizza, hot dogs, chips, candy, ice cream and drinks.

4. When do I need to register by?

Most sports programs have a registration deadline so that teams, coaches and supplies may be arranged. After the registration deadline a $5.00 late fee may be charged if there is still available space. To avoid cancelled classes due to low enrollment, recreation programs should be registered for at least one week in advance.

5. What if I register my child for swim lessons and do not put them in the right level?

On the first day of the session the instructors test the children to see if they are in the right level. If they are not, the instructor will move them either to the lower level or higher level.

1. I want to put up a fence at my home. What are the City regulations?

Fences in residential zoning districts are allowed to be located up to the property line, except in the case of a corner lot of a street to a street, or a street to an alley. Fences in a front yard are only allowed to be 3 ½ feet in total height, while fences in a side or rear yard can be six feet in height. Smooth side of a fence must face towards your neighbor. 2. I want to build a garage at my home. What are the City regulations?

There are different regulations for a detached garage compared to a garage attached to your residence. Basically, detached garages can be located in a side or rear yard. There are building setback, maximum height and building separation requirements identified in the ordinance. Attached garages have larger building setback requirements that vary depending on the zoning district you residence is located in. 3. Can I operate a business out of my home?

Yes, with some qualifications as identified in the zoning ordinance. Some home businesses are allowed without a rezoning or other type of zoning action. These are minor businesses that no one comes to the property (other than the residents of the home), do not have any signs and also do not operate the business out of more than one room of the home or in a garage. 4. Can I park a boat, trailer or motor home at my home for an extended period of time?

Section 8.14H of the zoning ordinance identifies all the regulations for these type of vehicles and trailers. Front yard parking is limited to an improved driveway and only for 24 hours twice in any consecutive seven day time period for loading and unloading only (these times must also be separated by at least a 30 hour time period).
